I am looking to see if anyone has implemented scent free or scent reduction policies in public buildings such as City Halls. I have done a little research on the internet and finding mostly educational institues that have implemented these kinds of policies. Also wondering if you have implemented a policy have you included cleaning products?

Further research on those policies that produce the desired outcome is needed.
Define the working solution then develop the appropriate policy.
There are four methods of reducing scent - Filter type on the air conditioning system, increasing outside air (unless it is the source of odour), toilet and kitchen extraction systems and cleaning regime. The first three may come with an energy penalty. An improved cleaning regime may not provide the solution you desire if the source is building services related.
