Erie County Solid Waste Management District has been working to improve the drop-off recycling locations with the use of compactors and user fees. I am currently writing grants to upgrade our containers to compactor style containers. This will allow for more material in the container and reduce the number of pulls thus reducing the cost.
The step I would like to take after that is to install gates with keycard access. I would like to do this instead of charging a fee on taxes for two reasons 1)charging those who don't use the service and 2)a lot of out of county residents utilize the drop-off locations which wouldn't be captured by taxes in our county. Has anyone utilized this type of service.

Hi Rick,
There is at the curb garbage disposal where the drop-off recycling locations are located. I work for a solid waste district and we currently have a $6 per ton generation fee implemented with the disposal of solid waste with our Plan approval to Ohio Environmental Protection Agency. The generation fee used to be $4 per ton and we had to raise it do to the solid waste district having to borrow funds from our landfill beyond the generation fee.
I was asked to explore user fee options which could be: improved parcel assessments (IPA), taxes, additional fees on the water bill, and key cards. IPA and taxes were out due to negative outcry, the additional fees on the water bill will not work dure to the fact not everyone has water from the county.
This is why the solid waste district is looking into this type of user fee.

Is there also garbage collection at these drop-off locations or are they only recyclables? Regardless, I would challenge you to come up with a way to incorporate any costs of the recycling system into the fees paid for garbage disposal.
