Best Way to Survey Utility Groups to Get Feedback

Hello,

I am interested in doing a survey of water industry professionals (operators and/or HR departments) to try and find out the answer to 3 or 4 simple questions directly related to them and our previous correspondence.

We know getting surveys back has low percentages, but has anyone done a survey of a specific utility group with good results? Phone, snail mail, email (in email body or link), self-addressed postcard, etc. Any feedback would be greatly appreciated! Thank you!
