Is anyone aware of any social marketing research around unsecured vehicle loads? The environmental connection is that unsecured loads lead to roadside litter. Thanks!

We didn't do any CBSM before starting our program, but we saw a dramatic drop in non-covered loads after starting ours because we charged a $15 fee to all vehicles without tarps/covers (they also received a tarp for future tarping of their load).
