Q- I was also confused about how you standardize the scales when you have multiple focuses with different weights
A- lets say you've got some behavior where you are interested in gasoline and electricity, one is in gallons and one is in KWH. you'd want to get them into a common unit. And the easiest way to do that is to turn them into scales. You'd rank up all your impacts for gas from low to high and then assign a score 0-100. you'd do the same for your KWH impacts. Then you can multiply them in your equation. otherwise, if one of your impacts has a huge magnitude it could wash out the impacts of the other one.

Q- On non-dividers and end-state: I understand that the environmental consequence in my work to see homes weatherized, however it feels like that is not a non-divider because a renter, vs a landlord vs homeowners all have different barriers and benefits. So the one thing they can all do is a home energy assessment, which should ideally lead to what they specifically can do to weatherize. but the home energy assessment does not necessarily lead to the end-state, so what is the right end state? or the actual focus?
A- You ideally should be splitting up the program to focus on what you want each audience to do because that's the only end state non divisible behavior. So say for renters they should be doing X, and for owners they should be doing Y. The audit is a strategy because, yes, just doing an audit doesn't mean they'll do any of the behaviors you want.
