Illegal Tire Dumping

I've heard anecdotally that putting up security cameras and actively pursuing fines can help a little bit, if the dumping is happening in a predictable location. 
Does your area have a tire recycling program? Is it free to drop the tires off for garbage or recycling, or are there tipping fees? Is it a long way to the proper disposal location? Those are all things that come to mind to me in terms of dumping mitigation - it has to be easy and preferably free to appropriately dispose of a recyclable resource like tires, or people will try to avoid cost and inconvenience.

Thank you for your reply.  I have experience working at the 2 Convenience Centers for our county, and I have learned that recycling is actually BIG business, and not cheap for people trying to do the right thing. 
 
'Normal' recycling is free at the convenience centers, to include a co-mingle of paper, cardboard, plastics, and glass.  Recycle numbers 1-6, mostly.
Tires can be recycled for a fee.  $3 off rim and $5 on rim for regular sized tires only.  When the convenience centers take the tires, they are loaded into a trailer and then hauled by 18- wheeler to a recycle facility that's not too far away.

We have looked into the cost of game cameras to place inconspicuously in certain areas of repeated illegal dumping activities, the barrier being the cost and no one to monitor the camera footage.

The Keep Chesterfield Beautiful team does install 'No Dumping' signs that state the fee or fine for dumping here is $2500.  It is hard to catch the ones dumping tires, there are no clues other than some markings that pinpoint a puncture, in most cases.  It is possible that a tire shop is dumping the tires.  

The primary barrier that I'm finding is that there is no cradle-to-grave documentation for tires, unlike hazardous waste materials.

Yes, in BC and many other provinces there are Extended Producer Responsibility (EPR) programs that cover tires. It is then meant to be free at the point of drop off for the tires to be recycled. That said, the program needs to do more on communications are there are still tires that are illegally dumped as people may not be aware of the program.
