does anyone have any information about their experience of peer groups In particular I am looking for some examples of terms of reference that may have been created for peer groups

Have a look at 'EcoTeams' - this is a peer group programme - & running in the US, Netherlands, UK & other places. It can be run in places of work, communities & schools.

I have been a member of executive peer groups and also been a facilitator, but unfortunately I do not understand what you want to know.
