At the Region of Peel we've come to learn how difficult it can be for municipalities to start successful energy conservation and sustainability programs. Local governments face a host a special issues ranging from financial challenges to a range of stakeholder input that can make sustainability planning extremely challenging. That said, we've work hard over the past two years to create a energy and environmental sustainability event called Energy Matters, it's the only summit created by municipalities for municipalities when it comes to sustainability. If any one has some exciting examples of municipalities taking the lead on energy sustainability, please let me know, I'm looking to showcase them - especially in sustainable transportation. If you're interested in the event, you can check it out online at www.energymatterssummit.ca. We're updating the agenda regularly.

The Rocky Mountain Institute (Amory Lovins' organization) holds an annual conference for Community Sustainability Directors. You can read more about this conference here... http://www.rmi.org/sitepages/pid1022.php The most recent one was held a month ago. No, I was not there. But I was at last month's BSR annual conference. :)

Steve,
You might be interested in this. I'm sure there would be opportunities for local govts to partner with companies like the one below.

The use of solar electricity is a significant step toward energy independence, and also a huge step in preserving our environment. And Citizenre makes it easy and affordable for virtually any homeowner to take that step. Citizenre REnU program packages solar power for you in a simple and smart way. Plainly put, the Citizenre Corporation pays for, installs, owns and operates the solar installation. You don't have to worry about maintaining the equipment or any of the other concerns that come with making an investment into solar power. All you are required to do is pay for the electricity generated from these panels, at a fixed rate that is at or below your current electricity price, for up to twenty-five years. Just take a look at some of the benefits that our customers will receive: No upfront investment, no need to become a financial expert to justify your investment. No waiting for rebates. No headaches with the city and the utility; let us handle the engineering, procurement, and construction. Performance- based contract means you only pay for what is delivered. And since the solar power you generate will reduce the need for electricity from your power company, your net payment should always be equal to, or less than, what you're paying now. Hassle-free operating and maintenance; it's handled by the experts. Actual hedge against future utility price increases: you can "lock in" your rates for the electricity generated from the solar system at your home for a period of up to twenty-five years, far longer than the guaranteed rates offered by other electricity providers.
Woking Borough Council in Surrey (just south of London) are doing just this, too... http://www.woking.gov.uk/council/planning/planningapplications/energy
