Doug McKenzie-Mohr suggested I post this question to the listserv.
Does anyone have a rule of thumb for the % of the budget that should be allotted to research-measurement-eval? Anyone have information from other projects that would provide this percentage?

In numerous projects, I have found that a 10% to 15% allowance for evaluation/research is a good rule of thumb to follow. I have also found that if the allowance for evaluation/research is included from the very earliest planning stages, it is more likely to be recognized as an important part of the overall project budget....along with all of the other excellent justifications for good evaluation!
