I just read this announcement for a book that may be useful to some on the list.

The US Department of Energy is pleased to announce the publication of "An Impact Evaluation Framework For Technology Deployment Programs: An Approach for Quantifying Retrospective Energy Savings, Clean Energy Advances, and Market Effects." The framework is designed to assist program managers and evaluators to systematically develop outcomes, researchable issues, performance measures, and evaluation designs focused on attribution. The framework combines logic models with Everett Rogers=B9 Diffusion of Innovations (2003) and applies them in a novel way to four domains: knowledge, public entity, business/market, and end-use. The framework was developed to support evaluation of energy efficiency deployment programs but it is easily adapted to education, social services, health, community health, and other endeavors. Early versions of the framework were presented at the RT&D sessions at the 2005 and 2006 AEA meetings. Those interested in multilevel evaluations, logic models, program theory, and systems in evaluation may find this particularly interesting.
