We are asking the opinions of users and administrators on what the best material is for the bike lockers to be made of relative to sunlight fading, graffiti removal, and any other issues people have experienced.

I am going to answer your question backwards by recommending a really nice bike locker and saying that "Whatever they make it out of is what you should use" -- and that's the BikeLid system. The blurb on the home page (bikelid.com) says
RECYCLE and RIDE - The basic Bikelid® unit is made from up to 90% industrial plastic waste materials (when supplies are available) and recycled steel. All BikeLid® units are 100% recyclable. The strength and durability of the Bikelid® means a long life. And, BikeLid Systems are made in the USA. And riding your bicycle is healthy and lessens our dependence on fossil fuels.
I don't have any connection to the company other than seeing their product at a bike show once and thinking "What a great bike locker!"

Have a look at what is happening in Victoria Australia. Very nice lockers at railway stations - very secure, high visibility, electronic pass card system. See http://www.bv.com.au/join-in/41972/ for details.
