I am looking for any ideas or research on how to influence tenant behavior in affordable housing where the tenants do not pay for the utilities. We are finding that in situations where utility bills are included in rent, and rent is determined by income, tenants have no incentive to follow energy efficiency practices despite efforts by property managers.

Perhaps a contest for individual unit monitoring-results for those interested in participating. and even perhaps with energy rebates or prizes for reduction?
