I've found a few resources for you. (Note that all of these are based in Canada). The first one is the Rideau Valley Conservation Authority's site describing their shoreline naturalization program. There is a very cool interactive component on the site where home and cottage owners can learn about good and bad habits when it comes to shoreline protection. The second is the Love Your Lake program, which has a Shoreline Habitat Creation Manual, but you have to sign up to receive it. The third is The Natural Edge program, which seems interesting (watch the two minute intro video). There is a section on how the program works, as well as a free publication entitled "Lake Protection Workbook: A Self-Assessment Tool for Shoreline Property Owners". I hope this helps.
