Just a quick comment on those doing 'bulk buys'.

There are now 'bulk buy' websites popping up around the world. One is 'Groupon'. A new one based in Seattle, WA is 'Tippr'. There are others. The idea is that there is a 'bulk buy group formed online around any particular bulk buy'. As more and more people sign up, the price per unit decreases.

I imagine the owners of these websites might be interested in working with environmental departments on programs for 'bulk solar water heating' buying or 'bulk energy efficient water heater' programs.

These websites/schemes don't yet cover most small towns or cities, but are busy and active in larger cities.
