Can folks suggest some essential current overview material on GHG emissions inventory methodologies for small to medium municipalities and their component buildings, commercial/ institutional/ residential/ infrastructure, including discussion of the purposes and uses of the data - the context is communities with funding that know they "should" do it but may not know how to specify the best practices, degree of detail, elements of action plans, etc.

It's next to impossible to get robust community level data withought good working agreements between Council, retail and Distribution companies, households and business that provide surveys and data collection.
