we are looking at developing a road safety program that will target the middle aged male rider that has returned to riding after many years of being off his bike.

Hi John, I would try select the behaviour you want them to engage/disengage in, identify the barriers that stop them from doing the said identified behaviour,
then develop strategies for a program.
