I'm looking for people with experience in designing and running programs that targeted landlords of 1-4 family homes, to invest in energy upgrades. Love to chat about lessons learned: what worked, what did not work. Also love to see promotional and handout materials etc. (Our community of 19,000 is below median income, has 8,000 households and many renters who pay the utility bills.)

There is a Statewide program in Wisconsin called Focus on Energy. This is a program funded by the utilites that provides cash rebates to a range of customers (residential to industrial) who install more efficient and renewable energy technologies. When working with 1-4 unit buildings this Focus would span 3 programs; residential single family homes, Rental Housing Energy Efficiency Program (2-3 units and the Apartment & Condo Efficiency Services Program serves buildings with 4+ units. Hi Nancy,
The city of Boulder, Colorado recently implemented a "SmartRegs" program. It's a code program enacted by city council to require landlords to keep their properties up to energy efficient standards. Roughly half of Boulder's housing stock is rental property with students making up much of the population. As you can imagine it was quite controversial and it's a little beyond a straight up education effort, but they likely have some interesting research and lessons learned.
