I am looking for barriers and benefits for rural homeowners to test their water regular for bacteria and chemicals. Also barriers and benefits for riparian zone management, storm water management, and sustainable use of water resources. Any information in regards to modifying these behaviors would be much appreciated.

The programs I manage in Florida deal very much with riparian and stormwater management. Since most of our surface waters are privately owned here, we work almost exclusively with homeowners. We constantly are battling developers who are void of concept
when it concerns the environment and repeatedly convince politicians that the
City should develop its riparian areas as they are wastelands anyway. How do we stop that destruction of riparian areas? Latest project is to pave over about 18Ac of riparian area in a natural "loop" (eventually to become an Ox Bow lake); the application requests development abutting the bank of the creek so there is no 'set back and no natural filtration of effluents from the planned high rises. Our major problem in society is that most politicians fly by the seat of their pants deficient in a broad base of knowledge and experience required to make meaningful decisions, i.e. typically they make a decision based on a few numbers or cave in from pressure exerted by lobbyists.
