I agree with you that infrastructure changes are key, as many of the most important barriers to reducing the use of motorized vehicles are infrastructure-related. However, we need to have enough people at least receptive to immediate infrastructure changes, if not asking for them, before many businesses and governments will design and provide them. If you are aware of any programs (with measured impacts, and aside from straight-out demonstration and/or funding programs) that have led to the design and implementation of a number of communities where it is easier to work, shop and play within walking or even cycling distance, I'd be very interested to hear of them!

The Congress of New Urbanism just finished their conference. Those folks would be the ones to ask.
I am only familiar with Vancouver, which has seen a drastic drop in driving and increase in walking in the downtown. They are also trying to scale up the neighbourhood centres.
Portland and Vancouver Wa. have some good things going on, of course.

I am interested in help having the Green Angel Action Project, a student-led initiative to audit student homes for behavioural change towards best-practices in sustainable living, then a summary report back to the home's decision-maker to share with the neighbours to let them know how well their neighbours are doing (with their kids or student project)reducing energy use, saving money and living towards best sustainable practices. This is an applied behavioural change experiment within the school systems in Canada.
