In the Incentives chapter of the CBSM guide, there is an example for using incentives to promote toilet upgrades. It reads: "For many homes it is too expensive to install a low-flow toilet. Allowing the cost of the toilet and installation to be paid for through savings in the water bill removes this barrier."
Does anyone happen to know of case studies where this type of incentive program has been used (paying for an upgrade through savings on a utility bill... be it for toilets or other home appliances)?
