Hi Cassidy, when I was at UC Davis in 2010 we implemented a few tactics to try and address this very issue (though it was not a formal "program.") We installed stickers on either side of the fume hoods that served as a visual reminder: http://repro-ecommerce.ucdavis.edu/fume-hood-stickers-387.html. Additionally, we met with lab PIs to discuss this item and request for them to pass along instructions/reminders to folks who worked in their lab.
UC Davis's sustainability office has collaborated with several other universities to develop laboratory best practices and programs. http://sustainability.ucdavis.edu/action/green_workplace/green_labs.html. Hope this helps.
