I am trying to build an awareness plan to reach traditional fishermen who dump their fishing gear randomly whether in the sea or on the beach. Are there any similar campaigns or reports that can help me understand this target audience's characteristics and how to best reach them.

I've looked farther back on the CBSM forums and found that there was a conversation thread about this back in 2011, called "Angling Litter". A few people provided some helpful resources. I've attached the screenshot below so you can find it. Also, I'm providing you a link to an Open Access academic article called, "Catalyzing sustainable fisheries management through behavior change interventions". This gives some information on a social marketing campaign that successfully made use of social norms. You might also find this useful.
